HAITC, as part of the School of Public Affairs (SPA) in the Watts College of Public Service and Community Solutions at Arizona State University is seeking one full-time, benefits-eligible, 9-month, career--track assistant or associate teaching professor in public administration/policy. Research is not a formal expectation of the position for purposes of promotion. This position represents an exciting opportunity to work for a US university in an overseas setting. The position offers a very competitive salary and benefit package (including health care, retirement, start-up funding, annual professional development funds, and funding for relocation to China for the successful candidate and their immediate family).
This position is in Haikou, Hainan, China, a sub-tropical island with beautiful beaches and tropical forests, known as the ‘Hawaii’ of China. The department is eager to add an energetic faculty member who can contribute to the undergraduate Public Policy and Public Service (PSPP) program and the MPA program which has a dedicated concentration in Emergency Management. The teaching load is 4/4 and the successful candidate will have the ability to offer courses that contribute to the program at both the undergraduate and graduate level. Area of specialization is open, but preference given to candidates willing to teach an array of courses to contribute to HAITC and the School of Public Affairs, and who highly value student learning.
HAITC
HAITC is an innovative joint college in partnership between ASU and Hainan University (HNU) and is one of the Sino-foreign cooperative institutions approved by China’s Ministry of Education. This unique partnership began in the Fall of 2017 and offers three dual-degree programs namely Public Service and Public Policy, Parks, Recreation and Sport Management, and Tourism Development and Management at the undergraduate level. HAITC launched two master’s programs in Sustainable Tourism and Emergency Management in Fall 2022. HAITC hosts over 1,100 students and is expanding its programs and enrollment. Courses are taught by both HNU and ASU faculty. Hainan University (HNU) is a comprehensive provincial university in Haikou, Hainan, China. It is one of China’s “211 Project” key universities.
School of Public Affairs
SPA has a rich and active culture that strongly values research. Our faculty are productive, and collaborative. They have deep and broad expertise in a range of areas across public policy and public administration. As a result, SPA is ranked #13 in the nation by US News and World Report, and #5 in the U.S. by Shanghai Global Ranking of Academic Subjects. In addition, US News and World Report ranks SPA top 20 in ten different subfields, including #16 in Public Finance and Budgeting, #3 in Local Government Management, and #9 in Urban Policy. Our breadth means we offer degrees at all levels and in multiple modalities. These include a BS in Public Service and Public Policy, a Masters degree in Public Administration (with a concentration in Public Finance), and a PhD in Public Administration and Policy.
Job Responsibilities
The successful candidate will teach four courses per semester at the undergraduate and graduate level, delivering excellent in-class instruction, and participating in service activities for the college, profession and community. Courses are taught in English; Chinese language competency is not required. The appointment will begin in mid-August 2025, in China.

Qualifications
Required Qualifications
- Earned doctorate in public administration, public policy, or related field an accredited institution by the time of appointment.
- Demonstrated knowledge of public administration, public policy, and non-profit management.
- Demonstrated prior higher education teaching or guest lecturing experience in public administration/policy related courses.
- Consistent with ASU’s Charter, a demonstrated commitment to inclusion
- Native or Fluency in English language and strong writing skills.
Desired Qualifications
- Demonstrated expertise in one or more specialties in the field.
- Experience teaching full courses in public administration, public policy, and/or non-profit management.
- Work experience in a field related to public administration, public policy, and/or non-profit management.
- Demonstrated ability to work with culturally inclusive populations.
- Demonstrated experience with technology/course management systems and using innovative pedagogical tools.
