The Hainan University-Arizona State University International Tourism College (HAITC), as part of the School of Public Affairs (SPA) in the Watts College of Public Service and Community Solutions, seeks a full-time, benefits-eligible, tenure-track assistant professor in public administration and public policy, beginning August 2025. This position is based in Hainan, China, with a tenure home in the SPA, and all employment responsibilities are directed by ASU. We welcome applicants with research and teaching interests in any area of public administration and policy, including but not limited to emergency management, resilience, and climate policy.

About the School of Public Affairs

The Watts College of Public Services and Community Solutions has a student body of over 6,700 undergraduate and graduate students, with over 57 percent students of color. The School of Public Affairs (SPA) is one of four schools in the Watts College of Public Service and Community Solutions. SPA is ranked #13 in the country according to U.S. News and World Report. SPA lives the ASU Charter by preparing students and professionals for ethical, inclusive and effective public service; conducting cutting-edge research of public value; and engaging locally, nationally and internationally with the communities we serve.

HAITC is an innovative joint college in partnership between ASU and Hainan University (HNU) and is one of the Sino-foreign cooperative institutions approved by China’s Ministry of Education. This unique partnership began in the Fall of 2017 and offers three dual-degree programs namely Public Service and Public Policy, Parks, Recreation and Sport Management, and Tourism Development and Management at the undergraduate level. HAITC recently launched a new master’s program in Sustainable Tourism and has an MPA with a concentration in EMHS. HAITC hosts over 1,100 students and is expanding its programs and enrollment. Courses are taught by both HNU and ASU faculty. Hainan University (HNU) is a comprehensive provincial university in Haikou, Hainan, China. It is one of China’s “211 Project” key universities.

Job Duties

The successful candidate will be expected to develop and maintain internationally recognized research programs, deliver excellent in-class instruction, including in our undergraduate and MPA programs, and participate in service activities for the college, profession, and community. Courses are taught in English; Chinese language competency is not required. The appointment will begin with a one-week orientation at ASU toward the end of August.

Required Qualifications

● Earned doctorate in public administration, political science, economics, or a closely related field from an accredited institution at the time of appointment. ABDs can also apply if evidence of degree completion is offered at the time of hire.

● Demonstrated evidence of a strong or promising program of scholarship in public policy or public administration.

● Demonstrated ability to teach effectively in the classroom.
