Senior Program Officer, Malaria Delivery Quality, Data, and Platforms
Bill & Melinda Gates Foundation
The Foundation
We are the largest nonprofit fighting poverty, disease, and inequity around the world. Founded on a simple premise: people everywhere, regardless of identity or circumstances, should have the chance to live healthy, productive lives. We believe our employees should reflect the rich diversity of the global populations we aim to serve. We provide an exceptional benefits package to employees and their families which include comprehensive medical, dental, and vision coverage with no premiums, generous paid time off, paid family leave, foundation-paid retirement contribution, regional holidays, and opportunities to engage in several employee communities. As a workplace, we’re committed to creating an environment for you to thrive both personally and professionally.
The Team
The Foundation’s Malaria Program Strategy Team (Malaria PST) aims to improve existing tools and discover and develop new ones to reduce and prevent malaria transmission, and in the long term, eradicate malaria worldwide. Our strategy is based on our assumption that the preventive and curative tools that are currently available are not sufficient to achieve eradication everywhere, especially in areas of high transmission, and that emerging resistance to drugs and insecticides present additional challenges. With eradication as the aim, our strategy focuses both on improving current approaches and on intensive research and development toward the creation of new drugs, vaccines, vector-control tools, and diagnostics to prevent and interrupt transmission of the two major species infecting humans - P. falciparum and P. vivax. The foundation works with bilateral and multilateral partners to drive the discovery, development, and delivery of improved and new tools; demonstrate and document impact, especially of integrated interventions; and improve surveillance, monitoring, and evaluation needed to achieve and document eradication. We also engage in modeling to better understand the potential impact of new tools and the optimal combination of such tools to achieve eradication in different settings. Underlying these efforts is our ongoing analysis of financial needs and advocacy for sustained commitment, funding and supportive policies that are needed in the long-term fight against malaria. This position reports to the Deputy Director, Digital Health for Malaria Eradication.
Your Role
We are seeking a Senior Program Officer (SPO) to drive our strategies and associated investments for improving the delivery effectiveness of malaria interventions. The role will focus on:
advancing the use of digital platforms and technologies for improving malaria intervention delivery effectiveness (e.g., digitally validating bed net distribution),
improving the quality and timeliness of malaria case data availability (e.g. via adoption of techniques like digitization of diagnostic results) and
advancing the use of mathematical modeling for better decision making (both epidemiological and economic) in malaria endemic countries.
Your job is not to just demonstrate outcomes via experiments or pilots, but to advance impactful and sustainable solutions at scale. This will require extensive collaboration both within and outside the foundation; often taking a broader than malaria cross-disease view when architecting and advancing solutions; consistently investing in building local capacity for delivering and maintaining proposed solutions; and investing in building the evidence base required to quantify the impact of proposed solutions. You will help in shifting the global malaria architecture to be more data-informed and country-led.
What You’ll Do
Advance malaria team’s strategy and investment portfolio in the field of integrated campaign digitization, mathematical modeling, and digital diagnostics for improving malaria data quality.
Build new strategies and make new investments to support the overall objective of improving epidemiological and economic effectiveness of the delivery of malaria interventions.
Invest in efforts to support and strengthen technical capacity in national malaria control programs and in Ministries of Health across malaria-endemic geographies.
Collaborate extensively with the Malaria PST’s country engagement team and BMGF country offices to understand the local context and country-specific challenges across our focus geographies, and jointly advance solutions to address the biggest challenges.
Partner with the ecosystem of malaria modelers, including the in-house Institute for Disease Modeling, in advancing the use of mathematical modeling for malaria eradication, and in strengthening mathematical modeling capacity in LMIC institutions proximal to the national malaria programs we support.
Build relationships and coalitions with key malaria partners (e.g. GFATM, PMI, WHO, RBM, etc.) with an aim of driving adoption and scaleup of impactful digital and mathematical modeling solutions by the broader malaria community
Identify, evaluate, and support additional innovation opportunities for applying data driven and digital techniques in support of our mission of malaria disease burden reduction and malaria eradication.
Represent the malaria program team publicly at various forums/convenings and actively shape the broader agenda on use of data, modeling, and digital platforms for improving delivery effectiveness.
Advance adoption of new solutions at scale and invest in evidence generation on the impact of data and digital systems.
Your Experience
Bachelor’s degree with 12-15+ years of experience. A preference for an advanced degree and private sector work experience.
A strategic thinker with demonstrated ability to effectively manage undefined and unstructured areas of work, ambiguity, and change when navigating new strategy development work.
An analytical mindset, with appreciation and understanding about the use of mathematic modeling techniques for driving policy and operational decisions.
A deep interest and background in technology. A wide knowledge base across a range of technical areas, and an ability to quickly learn about new areas. Steeped in technology but have wisdom to avoid short-term enthusiasm for the newest trends, shiny objects in favor of long-term, real solutions. An ability to understand and manage associated risks.
Preference for track record in the use of platform approach and systems thinking in driving digital transformations at scale.
Preference for someone with professional and lived experience in Africa or South Asia region.
Excellent communication and demonstrated collaboration skills.
Empathy for the needs and challenges faced by the poor.
Experience guiding and managing large and complex projects - including working with a wide range of partners across public and private sector.
Ability to travel up to 30% of time, both domestic and international
The typical salary range for this role is $149,800 to $278,700 USD. The exact offer will be determined by a variety of factors such as the candidate’s individual skills, qualifications, and experience relative to the requirements of the role.
