The Team
The mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. Your Role
The Deputy Director, Strategy, Planning, and Management (DDSPM) holds responsibility for the centrally driven strategy, operations, Measurement Learning and Evaluation (MLE), and promotion of positive culture across the division, based in the GPA Office of the President (OoP). This includes oversight of annual strategic and resource planning, portfolio management, business analysis, coordination of business strategies across the division, and internal engagement, in partnership with colleagues across the OoP and those deployed to support individual GPA teams. The DDSPM position is also responsible for the development and execution of a GPA division MLE plan to measure the impact of GPA’s work. This role will help the GPA President and GPA leadership team have the right analysis and advice to be confident we are allocating foundation resources against a clear and robust understanding of the external environment and key audiences for our work, as well as a clear understanding of our role and the relative impact of our investments.
This position also oversees team-specific and division-wide change management and organizational change efforts, talent planning, and oversight of the divisional diversity, equity, and inclusion (DEI) execution plan, measurement, learning, and evaluation (MLE) activities, and division-wide staff engagement activities like retreats and All-staff meetings. This role is a key partner to Finance and HR Business Partners.
What You’ll Do
Work with the GPA President, Director Strategy Planning and Management/Chief of Staff, and MLE staff to develop a clear and dynamic measurement framework for the division to help align resources with need and impact in a volatile external environment. This involves review and analysis of existing strategies, budgets, and measurement approaches in the division to create division-level insights and management approaches.

Drive the overall integrated GPA Rhythm of Business, including support for Portfolio Reviews, Strategy Reviews, annual strategy reviews, and resource planning across GPA teams, and team leadership on efforts to design, create, and reinforce unified SPM oversight.
Ensure alignment of team's work to strategy and implementation plans and budget; continuously refine management dashboards, data, metrics, and models.
Lead preparation of division all-up reviews and support President preparation for key strategy reviews. This will include drafting or contributing to divisional memos, budget memos, impact reporting frameworks as well as overseeing strategy projects and consultants.
Provide critical linkages between GPA teams and across the foundation and support decision-making at the division level. Develop and implement a portfolio management approach and review process that cultivates stewardship, planning, and prioritization, and provides feedback and advisory support on the development and management of grants.
Articulate key insights from reviews and executive leadership vision, including of the president, to inform medium and long-term goals.
Lead integrated planning for the president, OoP, and division, including internal and external commitments and objectives.
Ensure high-quality planning and execution processes for all aspects of OoP’s work, including Trip planning, internal engagement, strategic planning, and special project execution.

Develop and execute GPA division MLE plan.
Develop, implement, and maintain impact frameworks to better understand the return on investment of divisional funds. This is a new function in the division, though it will build on myriad existing reporting frameworks and taxonomies.
Develop and maintain documentation on divisional priorities and performance for GPA President and for communication with board and chair. This is the continuous application of tools developed to inform accountability and decision-making.
Develop approach to corporate planning and reporting, including division updates to the board, corporate updates and scorecards.
Utilize data-driven insights on audiences, impact frameworks, performance tools to serve as a go-to knowledge hub of service to the division’s leadership. This requires moving from data and information collection which is plentiful in the division to useful insights in service of division decision-making.
Develop systems to ensure grantmaking strategies reflect insights from MLE activities, drive evidence and learning based decisions related to ongoing investments and incorporate long-term accountability mechanisms.
Provide oversight of other MLE activities, including OOP MLE plans, results frameworks, learning agendas, partner and staff MLE advising, Theory of Change development, measurement, and indicator support.
Promote a learning culture across the division, including through development of a research agenda and other methodologies to cultivate medium and long-term learning.

Oversee team-specific and division-wide culture building, change management, and organizational change efforts
Lead GPA and President events in Seattle such as retreats, social events, and all staff engagement.
Lead projects that support recruitment, motivation, and development of talent across GPA.
Drive organizational change initiatives, including succession planning, team performance, and employee support and development.
Foster efforts to promote divisional culture and values, including through retreats and other cross-team collaboration initiatives.

Manage Divisional Strategy & Operations staff, including communicating and managing performance expectations and measuring progress.
Lead small team responsible for team-level strategy and operational support, including strategy development and special projects across a wide-range of divisional needs.
Lead a team of two Senior MLE Officers, who support team learning agendas and carry out strategic team and division level MLE activities.
Partner with divisional leadership and teams to ensure high impact use of people and financial resources.
Serve as the key connection and interlocutor between Finance and HR Business Partners.
Your Experience
Advanced degree with 15+ years of experience or equivalent experience.
Proven experience in strategy consulting, with a strong ability to drive strategy development and execution across diverse teams.
Demonstrated expertise in business operations planning, including developing short- to mid-term operational plans (1-3 years) that align with organizational goals.
Solid background in MLE, with the ability to develop frameworks to measure the impact of strategies and resource investments, and drive evidence-based decision-making.
Functional expertise in one or more fields related to the work of GPA, including government relations, policy research and analysis, advocacy, issue communications, or leadership advance and support.
Comfortable in a wide range of cultural, geographic, professional, and operational situations, demonstrating culturally sensitive behavior with a diverse range of people.
Proven ability to work with efficiency, diplomacy, and flexibility, particularly as part of a team.
Proven track record to lead and impact others, including strong experience as a people manager.
A high degree of proficiency in project management, including the ability to organize and gain the support of multiple partners/team members in contexts with a high level of ambiguity while advancing shared project goals.
Excellent communications skills, including writing, editing, and verbal communication. Strong skills and experience advocating and communicating with a broad and diverse audience.
Intellectual quickness, curiosity, rigor, and resourcefulness. Demonstrated excellent judgment and calm under stressful conditions.
Proven effectiveness and interest in leading and coordinating colleagues from across various subject areas in a complex organization. History of results in roles requiring logical, systematic thinking while managing multiple priorities in a highly changing environment.

The salary range for this role is $229,100 to $355,200 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $249,600 to $386,900 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
