The Team

Global Development’s Primary Health Care (PHC) strategy was approved in December 2021 and represents an exciting opportunity to shape PHC-strengthening and PHC innovation grant making at the Gates Foundation in the years ahead.

As a team, we aim to accelerate improvement in core PHC health outcomes (e.g., U5 mortality, maternal mortality) by improving access to PHC services and improving the PHC system’s ability to meet demand, focusing on opportunities that improve the efficiency and effectiveness of existing resources.

We do this by:
• Supporting PHC foundational reforms
• Innovating PHC service delivery models
• Collaborating with other Global Health funders
• Advocating for policies that support broader PHC programmatic efforts

The success of our strategy depends highly on our ability to track the results of our portfolio to ensure we drive the largest impact possible per dollar spent. Our goal is to demonstrate how the operational measures we track “ladder up” to drive improvements in health system performance across the PHC building blocks (financing, supplies, human resources, facilities, demand and data), and ultimately, lead to the long-term health impacts we seek to achieve by “spending well” (reductions in U5MR, MMR, and NMR against health spend per capita).

Your Role

The primary purpose of the Associate Strategy Officer role is to support critical strategy projects for the team across topic areas, with a particular focus on managing the team’s results and impact tracking framework. You will design and implement high-quality qualitative and quantitative analyses to develop insights, assess options, drive recommendations, and communicate to programmatic staff at the foundation. You’ll be responsible for research, analytics, project management, and knowledge management essential to effective results tracking, as well as collection and use of quality data for decision-making. You will help manage the investment pipeline and portfolio processes and contribute to the improved execution of other business processes. You will also support key strategic and special initiatives for the team, including communication with leadership. The role will be based in Seattle, WA and report to the Deputy Director, Strategy, Planning, and Management, Primary Health Care.

What You’ll Do

  • Support overall strategy development and other ad hoc strategic projects for the PHC program strategy team (PST), including working with programmatic staff to frame and scope strategic issues for their respective initiatives.
  • Build and execute approaches that enable the PHC PST and the foundation to measure the performance of existing strategies more effectively.
  • Support measurement, learning, and evaluation related to project planning, management, reporting, and meetings on behalf of the team.
  • Lead ad hoc special initiatives across the PHC team.
  • Understand and analyze data to develop strategic recommendations for the team and the foundation.
  • Problem-solve with programmatic staff on strategic and operational challenges to drive progress in workstreams.
  • Drive process management across workstreams.
  • Support inclusive culture through modeling behaviors and actions; escalate issues in a timely fashion to appropriate stakeholders.

Your Experience

  • A Bachelor’s degree or equivalent demonstrated experience, preferably in economics, engineering, international development, or public health.
  • 2+ years’ experience at a top-tier strategy consulting firm.
  • Experience with strategy development, project management, portfolio management, program management, financial management, financial reporting, non-profit or related industry, and/or business experience.
  • Experience with qualitative and quantitative analyses.
  • Ability to act independently to determine methods and procedures on assignments.
  • Ability to analyze interaction with data across multiple tools and databases.
  • Advanced data synthesis, analysis, and visualization skills.
  • Experience working with senior audiences; strong written and verbal communication skills.
  • Demonstrated proficiency using Microsoft Word, Outlook, Excel, PowerPoint is required. Experience with PowerBI and/or other data visualization tools desired. Experience in learning and mastering new software applications.

The salary range for this role is $113,600 to $170,400 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $123,800 to $185,600 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hire salaries are typically between the salary range minimum and midpoint. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
