Who You'll Work With
Our Washington, D.C. office is one of the major hubs for our global public sector practice. We are looking to add an experienced attorney to support McKinsey’s North America Public Sector/USG practice. Based in Washington, D.C., as the Associate General Counsel you will provide counsel and help lead the legal team supporting McKinsey’s federal government, state/local government, and social sector work in the U.S.
The work of McKinsey’s U.S. public sector practice spans economic development, education, health care, public finance, infrastructure, operations and delivery, and defense and security. We work with the world’s largest public sector organizations to address major challenges such as macroeconomic vulnerability, population aging, urbanization, and digitization of government services.
What You'll Do
As the Associate General Counsel for US Government you will support the Legal team’s focus on providing high quality and impactful client service to our partners and engagement teams by serving as a strategic thought partner to practice leadership on legal and business matters. These areas include providing legal advice to the practice leaders on issues relating to impact and strategy, client selection issues, and emerging legal trends that could affect our client service, keeping abreast of important legal developments that could affect our public sector work (e.g., new federal/state/local government procurement rules, compliance requirements, transparency expectations, etc.) and providing guidance to leaders and other operations team members on our response to these developments.
You will offer counsel to partners, practice leaders and management, and relevant committees on issues of legal risk related to potential or current engagements. Additionally, you will support the practice, partners, engagement teams, internal operations team, and other attorneys on high-priority, strategic contractual matters, including:
- Reviewing government requests for proposal and other tender documents and providing appropriate guidance
- Advising on government procurement processes and requirements
- Overseeing bid protests
- Counseling on means to mitigate legal risk and resolving legal issues that occur during project delivery
- Participating in the development, interpretation, and communication of policies on public sector-related subjects (e.g., gifts and gratuities, ethics, anti-corruption analyses)
- Supporting the firm’s involvement in certain litigation matters, government audits, and investigative inquiries
- Establishing relationships with and supervision of outside legal advisors engaged to support USG
Qualifications
- 10+ years of qualified legal experience within the industry of U.S. Government contracting
- Demonstrated experience indicating an ability to help lead a team of legal professionals
- Experience working with large, complex organizations, and a proven ability to balance the needs of different stakeholders
- Proven success in influencing senior management in a dynamic, complex environment
- Strong strategic and creative thinker; can help clients anticipate emerging issues and solve complex problems in a thoughtful and expedited manner
- Significant transactional experience negotiating contracts and arrangements with federal and/or state and local government and social sector institutions
- Strong counseling skills and an ability to perform outstanding, high-quality work with independence
- Proven relationship builder who has substantial experience in building knowledge among business people about how government work differs from commercial work; can help adapt the culture to government contracting rules
- Confident team player who is highly collaborative and flexible; keen ability to influence, yet able to operate in an environment that presents legal ambiguities; not overly committed to black and white legal opining
- Demonstrated ability to work with a diverse set of colleagues with varied backgrounds; exhibits a clear, inclusive mindset
- Impeccable business judgment/ethics; excellent written and oral communications skills
- Demonstrated ability to get things done quickly and prioritize in a fast-paced environment
- Evidence of strong strategic capabilities, coupled with the pragmatism to act tactically when required
